Managing Consultant - CEQA
Harris Miller Miller & Hanson Inc. We are seeking a Managing Consultant to join our Surface Transportation group in a remote or hybrid role out of one of our California-based offices. This position combines air quality and climate change project leadership with California Environmental Quality Act (CEQA) expertise and National Environmental Policy Act (NEPA) experience with a focus on transportation infrastructure. Experience with projects for private developers such as residential and mixed-use developments and renewable and conventional energy is considered a plus.
This role includes technical execution, project management, and business development with California agencies and private clients, such as Caltrans, metropolitan planning organizations, transit agencies, local jurisdictions, and private developers. Travel up to 25% may be required for fieldwork, client engagement, and industry participation (i.e., ACEC CA, AWMA, AEP, TRB, INCE).
Position Responsibilities:
- Manage small to midsize air quality, climate change, and/or CEQA projects from initiation through closeout.
- Perform air quality modeling using California based models such as EMFAC and CalEEMod.
- Complete air quality modeling using federally recognized models such as the United States Environmental Protection Agency’s MOVES model and AERMOD.
- Prepare technical analyses and reports in support of CEQA permitting efforts such as IS, MND, and EIR documents.
- Assist with preparing NEPA documents and supporting materials (primarily Categorical Exclusions and Environmental Assessments)
- Prepare CEQA-compliant air quality analyses, including:
- Construction and operational emissions
- Criteria pollutants and precursors
- Health risk assessments (as applicable)
- Greenhouse gas (GHG) analysis
- Coordinate with multidisciplinary teams to ensure technical consistency.
- Supervise staff and support technical development.
- Lead or support proposals, cost estimates, and business development planning in California.
- Meet with existing and potential clients to aid in business development efforts.
- Conduct field measurements and attend client/industry meetings as needed.
- Other duties as assigned.
Minimum Requirements:
- BA/BS in environmental science, engineering, atmospheric science, physics, math, or related technical field.
- 5–15 years of relevant experience.
- Demonstrated experience preparing CEQA documents and analyses, including air quality and climate change analyses for transportation or infrastructure projects in California.
- Familiarity with California air district thresholds and CARB programs.
- Project management experience (small to midsize projects).
- Experience developing and executing business development plans.
- Strong analytical and technical writing skills.
- Ability to work independently and in team environments.
- Willingness to travel up to 25%.
Preferred Qualifications:
- Staff supervision experience.
- Extensive CEQA experience, including EIR preparation.
- Experience with EMFAC, MOVES, AERMOD, and health risk assessment modeling.
- Knowledge of NEPA and joint CEQA/NEPA documents.
- ArcGIS and/or data management/programming experience (e.g., Python, SQL).
- Active involvement in industry or technical committees.
